SURF CITY LISBON is a Tourism and Real Estate Sustainable Project that will be implemented in the RLVT – Lisbon and Tagus Valley Region (Portugal).
Recognized as a Potential of National Interest (PIN) number 275, in accordance with Decree-Law No. 154/2013, of November 5.
The Permanent Investor Support Commission (CPAI) will monitor all licenses, authorizations and approvals necessary for this project, and Turismo de Portugal has been assigned as Process Manager.
SURF CITY LISBON is an ambitious tourism and real estate initiative poised to establish Portugal as a global leader in artificial surf waves and Smart City innovation. This groundbreaking project marks a historic milestone in the evolution of surfing in Portugal, solidifying the country as a premier destination for surf enthusiasts worldwide. The project aims to create a dynamic environment that offers an unparalleled surfing experience through cutting-edge artificial wave technology, complementing Portugal’s natural waves.
More than just a surf park, the project will be a hub of innovation, creativity, and entertainment, promoting sustainability and technological advancement and that will integrate residential areas, commercial spaces, tourism facilities, urban park, and leisure zones into a cohesive urban environment centered around surfing.
As a Smart City, will showcase how innovative technology can harmonize with nature, creating a sustainable and vibrant urban lifestyle. In addition, will be a hub for education, wellness, and entertainment, featuring a wide range of facilities, including surf schools, training centers, hotels, auditoriums, medical clinics, shops, leisure areas, restaurants, and bars.
The project will champion Portugal’s cultural identity by promoting local goods and services, such as gastronomy, crafts, and music. By integrating these elements into the project, it will not only enhance national pride but also boost the local economy and foster social inclusion. Will be accessible to all, catering to various social strata and age groups, thereby combatting the seasonality of tourism and making it an attractive destination throughout the year.

Location
SURF CITY LISBON will be located in the district of Setúbal, a decision made after years of exhaustive analysis across the Portuguese territory. This location offers exceptional accessibility conditions, in addition to being close to the largest beach area in the Lisbon metropolitan area.
The proximity to the famous beaches of Costa de Caparica and the wide range of surf-related activities, along with the tourist appeal of the surrounding municipalities, were decisive factors in this choice. Additionally, the quality of the tourism offerings throughout the Lisbon metropolitan area (RLVT) played a crucial role in the final decision.
The project developers are committed to working closely with Turismo de Portugal to ensure that SURF CITY LISBON contributes unequivocally to the sustainable development of the region, enriches tourism, boosts the local economy, and ensures the preservation of natural resources, benefiting the entire surrounding community.
Zones
Construction of one of the largest lagoons in the world for professional and recreational surfing, with an artificial beach and a set of services that are not available at a regular beach. A surfing facility that can accommodate up to 5,000 visitors per day. It offers a range of services such as a surf school, masterclasses, spaces for surfing championships/events, promotional development spaces for professionals or companies, catering services, various food and drink options, children’s areas, surf and souvenir shops.
The Resort will offer a luxury experience and exceptional hospitality service, with the capacity to accommodate approximately 400 guests per day. Its amenities include comfortable accommodations, 24-hour room service, breakfast buffets, various dining options, a sports bar, poolside bar, spa, gym, and event spaces. It will consist of a 4-star hotel and independent villas that share all the hotel services.
An auditorium for musical events and large-scale shows will be a versatile space offering a wide range of services for events and entertainment, including concerts, conferences, and exhibitions, with a projected capacity to accommodate 100,000 visitors. Additionally, it will offer a variety of complementary services, such as food and drink options, catering, ticket offices, an exhibition hall, shops, conference rooms, and more, enhancing the overall participant experience. This venue is designed to become the main landmark and epicenter for major events in Portugal.
The Beach Club will feature a large multifunctional pool, including chillout areas, as well as an exclusive VIP zone designed to offer a more private and personalized experience. The club will also provide various support facilities, such as reception, services, and a diverse selection of food and drink. Additionally, it will have a nightclub for evening entertainment and a stage specially designed for events, concerts, and cultural activities, making it a versatile space for leisure, both day and night.
It will offer a wide variety of shopping options for visitors, including high-end fashion, souvenirs, and specialized products. With more than 50 stores and 20 services, it positions itself as a prime destination for both shopping and meeting diverse needs. Additionally, it will include a commercial area primarily dedicated to surfing, as well as the sale of items and services related to the sport and a healthy lifestyle. There will also be spaces for the promotion of Portuguese-made products.
Construction of residential blocks with around 700 housing units, commercial and service spaces, road infrastructure, and extensive green areas and common spaces. A residential area for elderly people will be developed, designed to minimize architectural barriers and featuring specialized services such as health and wellness clinics, a spa, recreational areas, among others. Security will be a priority, with 24/7 surveillance, controlled access, and emergency response services. A community meeting area and a space for social, cultural, and recreational events will also be created.
The parking area, with approximately 600 spaces, will feature several electric vehicle charging points with current technology. It will also include a mixed-use heliport for emergencies, as well as passenger transport and home deliveries.
Smart City
The 15-minute city concept proposes an urban environment where work, recreation, and services are within 15 minutes by foot, bike, or public transport. However, Surf City Lisbon goes further, designing the world’s first 5-minute city.
A PARADISE FOR PEDESTRIANS AND CYCLISTS. It prioritizes pedestrians and cyclists with a compact design, car-free zones, promoting a healthy lifestyle and reducing the carbon footprint.
SUSTAINABILITY PHILOSOPHY. Buildings with green roofs, solar panels, and efficient waste and water management systems minimize environmental impact.
SENSE OF COMMUNITY. Parks, squares, and public spaces foster social interaction, while the mix of residential, commercial, and cultural spaces enriches urban life.
PIONEERING SMART CITY. Residences with advanced technology and energy efficiency, along with modern healthcare services, reflect a commitment to well-being and sustainability.

Vision for the Future
The goal of this project is to establish a “Smart City of the Future” that incorporates technological innovations such as:
- IoT (INTERNET OF THINGS). The project will leverage Internet of Things (IoT) technology to collect and analyze real-time data, allowing for the monitoring and optimization of various systems such as energy management, security, and comfort for residents and visitors.
- IoMT (INTERNET OF MEDICAL THINGS). A crucial aspect of the project is the incorporation of IoMT (Internet of Medical Things) technology in the healthcare sector to improve the quality of medical services and facilitate monitoring, resulting in greater efficiency.
- AI (ARTIFICIAL INTELLIGENCE). The project will also utilize Artificial Intelligence (AI) in various areas, such as chatbots for customer service, resource optimization, traffic data analysis, and more. AI will significantly enhance the efficiency and quality of the services provided.
- HELIPORT. A heliport will be established to serve as a landing area for helicopters in emergencies, as well as a “Drone Taxi Center” and “Drone Delivery Center,” allowing for the integration of new transportation methods for people and home deliveries, meeting the highest standards of technology and safety.
The project has a dual focus on economic and social responsibility, with the following objectives:
- ACCESS FOR ALL. The primary goal is to facilitate access to essential services such as leisure, culture, healthcare, and commerce for people of all social strata and age groups, regardless of their purchasing power.
- ENTREPRENEURSHIP. The project aims to encourage entrepreneurship and business opportunities across various sectors, allowing for the participation of companies of all sizes.
- SOCIAL RESPONSIBILITY. As part of its commitment to social responsibility, the project is working towards obtaining ISO 26001 certification for Social Responsibility, aligning with many of the goals of the 2030 Agenda.
- DEVELOPMENT. The project’s contribution to a competitive, export-oriented, and innovative economy will be significant for the region. Additionally, it will promote local and regional development, create jobs, and foster economic growth.
- HEALTH. The project will include a 24-hour health clinic to ensure access to high-quality medical care for residents and visitors.
The project is designed to prioritize sustainability in various aspects, including environmental, territorial, and energy levels. To promote sustainability, the following initiatives will be implemented:
- WATER REUSE. The project will incorporate advanced water treatment systems to ensure the reuse of water used in pools and lagoons, thereby minimizing water resource waste.
- RENEWABLE ENERGY. The aim is to meet 50% of the complex’s energy needs through renewable energy sources such as photovoltaic panels and wind power.
- GREEN AREAS. Considerable green and wooded areas will be created, playing a crucial role in promoting sustainability by improving air quality, maintaining ecological balance, and reducing carbon emissions.
- SUSTAINABLE ARCHITECTURE. The use of modular elements and recycled materials in construction will significantly reduce CO2 emissions while promoting cleaner and more eco-friendly building practices.
- SUSTAINABLE MOBILITY. The mobility infrastructure will be supported by clean technologies, such as electric vehicle charging stations, bicycle use, electric cars, public transport, and a Bike & Car Sharing system, contributing to the reduction of greenhouse gas emissions.
The project aligns with the Smart Specialization Strategy (EREI) of the Lisbon Region, which focuses on Blue Economy, Mobility and Transport, Tourism and Hospitality, and Health. Additionally, it is aligned with several Sustainable Development Goals (SDGs) that contribute to turning the 2030 Agenda vision into reality:
